You seem to be having some trouble explaining yourself :-)
As far as "stepping down"... that's not something the Pope should do, no matter how ill he may be. He's not the manager of a business, nor is he ruler of a country — because the Catholic Church is neither a business, nor a kingdom; it's a family. So, Pope John Paul II is like the father of a family, and when the father of a family is ill, no healthy family decides that "we should no longer call him our father because of his illness;" rather, they take temporary measures to assume his responsibilities in the family until he is better, or until he dies. There are, indeed, provisions for what to do if the pope should be "incapacitated".
As for the child abuse scandal, I suspect that he did a lot more than most people know, and that there isn't a lot that he could do. History will tell.
